Dairy development in Uttar Pradesh has a rich history, in 1917, the Katra Cooperative Milk Society, Allahabad was formed. This was not only the state’s first Cooperative Milk Society but it was India’s first Cooperative Milk Society. The next stone in the Cooperative Milk Society was laid in 1938 when Lucknow Milk Producers Cooperative Union Limited was established.
The next organization in the dairy field was Pradeshik Cooperative Dairy Federation Limited and it was established in 1962. This organization was formed as a technical consultant organization for the daily development program. The next step in the dairy development was taken in 1971. The name of the step is Operation Flood-I Scheme. This scheme was launched in 8 districts of Uttar Pradesh govt.
Then, the UP govt thinks of expanding the Operation Flood-I scheme to other districts also. The UP government passed an ACT regarding dairy development in 1976. The UP govt inaugurated the Dairy Development Department for the state and created the post of Milk Commissioner. At present, the UP state is the largest producer of milk as compared to other states.
Dairy Development Department Objective
The Dairy Development Dept was started to empower farmers who have cows and buffalos. The dept is working towards the motive of making farmers economically self-sufficient by giving them opportunities for employment in their village. They should be able to form village-level dairy farms. Then, the mils will be transferred from the village to the urban area. The farmers can also make other milk products in their dairy farms.

The activities of the Dairy Development Department are classified into three categories.
Regulatory Activities
- The purpose of this activity is to implement ACTs and rules in the Dairy of the state.
- To check the process of registration of dairy.
- Audit dairy from time to time.
- They also allowed for the inspection work.
Development Activities
- These activities will focus on the production of milk, it should be increased.
- It will focus on increasing dairy development in the state.
Commercial Activities
- These activities are related to milk procurement.
- The marketing of milk and milk products comes under this.
Structure of Departmental Activity
The Milk Commissioner is the head of all of the activities on the state level. He is responsible for the regulatory activities in the milk societies, milk unions, and PCDF. He will control the budget of the schemes related to the dairy development dept.

- The village-level dairy. Farmers should be paid fairly for the exchange of milk for the district-level dairies.

Centrally Funded Schemes for Dairy Development Department

National Plan for Dairy Development(NPDD)

Rashtriya Krishi Vikash Yojna (RKVY)
In 2016-17, The Indian government provided a fund of Rs 195.205 crore to the PCDF under the scheme of RKVY. This fund is provided to provide better infrastructure for the Ghazipur, Basti, and Behraich dairy farms. Rs 731.33 lakh is provided for the set up of the milk parlor, buying a refrigerated van, deep freezer, ice box, visi-cooler, etc. The fund is also given to media awareness to spread awareness of the Consumer Act regarding milk products. The fund is used for dairy farms at various locations like Mirzapur, Bulandshahar, Allahabad, Ambedkar nagar, Aligarh, Noida, Jhansi, Faizabad, Etawah, Azamgarh, Shahjahanpur, Jaunpur, Bijnore, Jhansi, Sultanpr dairy, Bareilly, cattle Feed factory, Varanasi, and Meerut Mineral Mixture Plant.
